Then once you're satisfied just tell them to stop breeding and you're good to go. I guess what you could do is disable town growth. After decades, I still learn something new about this game. So it comes kind of as a surprise to me to hear that they will start to hate your guts if the waiting time is too much. People were being transported, I was making money, all's well that ends well. Though that can be because I never bothered to look. I've never run into the issue you described though.
